It boils down to how helpful and entertaining it is, so it's not only the content, but how it is presented - the style of writing. When I write I always try think how my words, sentence construction and the flow of my message will be perceived by the people I'd like to benefit from what I'm conveying to them. Then, of course, I try to always reply to comments and make it easy for my visitors to comment by displaying the comment box directly and prominently below the post and by not requiring of them to register before they can comment. The look, feel and general usability of one's blog also seem to play quite a big role in whether people comment or not.
