I got mine because I ran more than 70 accounts with a total value to Google of tens of thousands of dollars per year. I also had two employees who had taken and passed the Certified Adwords Professional exam and their connection to my account qualified them for the minimum account value requirement to be CAPs. They each got coupons, too. Not as many as I, but enough to make it worth heavily promoting our adwords services. They didn’t offer them to Adsense users, just adwords. And it got even better when two of my employees who were certified Adwords professionals, also got coupon packs. That promotion benefited a lot of people.
